About this opportunity

The General Services Administration Federal Acquisition Service, Assisted Acquisition Services Region 3, awarded a 3-month sole-source extension of contract 47QFMA21F0041 to General Dynamics Information Technology, Inc. under the Interoperability Technology and Program Services Multiple Award Blanket Purchase Agreement on August 26, 2026, for Duplicate and Identity Resolution Processing services supporting the Defense Manpower Data Center.

The justification cites operational continuity as the governing rationale. GDIT has performed these services under the original order since September 22, 2021 (total prior value $22,844,142.40) and holds the five-year performance history, cleared personnel, system access, and institutional knowledge required to deliver uninterrupted critical data quality and de-duplication support during the transition to a new Benefits Application Sustainment and Integrated Services order being competitively procured under the Defense Enterprise HR Applications and Data Services Multi-Award BPA. The Government determined that competitive procurement would require six to nine months, exceeding available time and creating substantial inefficiencies including knowledge transfer delays, security clearance processing, and system re-learning. GDIT is identified as the only source capable of immediately delivering services without operational impact. The extension structure consists of one 1-month base period commencing September 24, 2026, followed by two 1-month option periods. The contract combines Firm Fixed Price and Time & Materials arrangements. Place of performance is not specified in the source. Work supports the Integrated Electronic Health Record program and affects the Department's authoritative identity database covering approximately 49 million individuals across roughly 200 entitlements and benefits applications.

Notice text

The Secretary of Defense identified the DMDC Electronic Data Interchange Person Identifier (EDIPI) as the common declarative identifier between the Departments in support of the Integrated Electronic Health Record (iEHR) program. DMDC requires support to provide information technology services to perform a variety of critical data quality tasks to include correction (including the merge and un-merge of records erroneously merged), and de-duplication of data; as well as to maintain and update the probabilistic matching infrastructure that supports identification of duplicates and other identity issues.

Awarded contract 47QFMA21F0041 to unknown vendor for unknown amount on 2026-08-26.
