Federal Supply Schedule Sole Source Justification Summary
This document is a Federal Supply Schedule (FSS) Sole Source Justification for a modification to extend Order 47QFMA21F0041 under the Interoperability Technology and Program Services (ITPS) Multiple Award Blanket Purchase Agreement (BPA) contract GS03Q17DSA0007. The order, awarded to General Dynamics Information Technology, Inc. (GDIT) on September 22, 2021, in the amount of $22,844,142.40, provides Duplicate and Identity Resolution Processing (DIRP) services to the Defense Manpower Data Center (DMDC). The extension is for a maximum of three months, structured as a one-month base period starting September 24, 2026, followed by two one-month option periods, with an estimated cost amount redacted in the document. The contract type is a combination Firm Fixed Price (FFP) and Time & Materials (T&M) arrangement, originally consisting of one 12-month base period and four 12-month option periods.
The justification establishes that GDIT is the only source capable of providing uninterrupted DIRP services without operational impact during the transition period to a new Benefits Application Sustainment and Integrated Services (BASIS) order being competitively procured under the Defense Enterprise HR Applications and Data Services (DEHRADS) Multi-Award BPA. GDIT's five-year performance history, existing cleared personnel, system access, and institutional knowledge make it the sole provider capable of immediately delivering critical data quality and de-duplication services supporting the Department of War's authoritative identity database affecting 49 million individuals. The Government determined that competitive procurement would require six to nine months, exceeding the available time and creating substantial inefficiencies including knowledge transfer delays, security clearance processing, and system re-learning. The extension maintains continuity of essential DIRP support including duplicate record resolution, data correction, identity issue identification, and quality assurance services performed on approximately 200 entitlements and benefits applications associated with DEERS.
