About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks quotations for an Isotope Ratio Mass Spectrometry (IRMS) system and related analytical laboratory equipment to be delivered to the Woods Hole Coastal & Marine Science Center in Woods Hole, Massachusetts, with quotes due May 26, 2026 and anticipated award on May 28. The procurement is a Total Small Business set-aside with a 1,000-employee size standard.
The RFQ encompasses seven line items: IsoTOC Analyzer and components, IsoTOC Training, Ion Gas Chromatograph and components, IsoPrime IRMS, lyticOS Software License (perpetual), Consumables Kit, and Freight Shipping. Most equipment requires 60-day delivery after receipt of order; software license delivery is July 1, 2026, and freight shipping performance runs July 1 to August 1. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); applicable PSC codes include 6640, N066, 7A21, 6810, and V112.
The integrated system must measure stable isotope ratios of carbon, nitrogen, and hydrogen up to mass 96 amu with specified precision (δ13C ±0.06, δ15N ±0.06, δD ±0.20) and include high-temperature combustion dissolved organic carbon analysis, a gas chromatograph with compound-specific isotope analysis capability, and integrated software for unified control and data processing across all components. The IRMS must be bench-top sized (600W × 500D × 650H mm), operate on single-phase 120V or 230–240V power, and achieve optimal vacuum (>1 × 10-7 mBar) within 6 hours. The vendor must deliver, install, certify the system, install software on a USGS-furnished PC, and provide training in software operation, routine maintenance, and troubleshooting. All offerors must submit an Accessibility Conformance Report using the Voluntary Product Accessibility Template Version 2.1 or later addressing Section 508 compliance for all ICT items.
