About this opportunity

The U.S. Geological Survey (USGS) Geology, Minerals, Energy, and Geophysics Science Center is soliciting quotations for isotope analysis services through Request for Quotation (RFQ) 140G0326Q0079. The contractor will be required to provide whole-rock samarium-neodymium, uranium-lead, and rubidium strontium isotope analyses on 25 surface samples collected from mafic-ultramafic and evolved intrusive igneous rocks using MC-ICP-MS instrumentation and meeting precision standards of 2s < ~0.00001. The lead isotope geochemistry expert must hold a Ph.D. with at least five years of additional experience and documented authorship on peer-reviewed publications reporting the specified isotope analyses for igneous rocks, and the laboratory must be internationally recognized and reputable. Evaluation will be based on corporate experience and key personnel qualifications, technical capability and capacity to meet the 12-month completion timeline, past performance (requiring a minimum of three references), and price, with experience and past performance weighted as more important than price. Quotations are due by April 10, 2026 at 5:00 PM Pacific Daylight Time.

This procurement involves no small business set-aside and is open to full and open competition under FAR 12 for commercial products and commercial services. The contract will require the delivery of elemental and isotopic compositions for all specified elements along with a comprehensive report detailing analytical techniques and data reduction methods, with approximately 30 days of laboratory work needed within the 12-month performance period running from April 15, 2026 to April 14, 2027. Interested contractors must have active System for Award Management (SAM) registration and provide their Unique Entity Identifier (UEI) number with their quotation, and invoicing must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform. The applicable NAICS code is 541990 (All Other Professional, Scientific, and Technical Services) with a size standard of $19.5 million, and the work is classified under PSC code B517 (Special Studies/Analysis-Geological). No award value or budget range has been disclosed in the solicitation notice.
