About this opportunity
The USDA Agricultural Research Service is procuring isolation dampeners and gaskets for replacement of bioseal/bubble dampers (BSDs) and their gaskets in Building 374 at the Foreign Disease-Weed Science Research Unit in Fort Detrick, Maryland, which operates as a Biosafety Level 3 (BSL-3) plant pathogen containment facility. This Request for Quotation (RFQ) 1232SA25Q0690 seeks specific electric flat blade dampers in sizes ranging from 8 inches to 22 inches, with each size requiring multiple gaskets, and vendors may propose P&G Manufacturing products or comparable alternatives. Offerors must submit quotes including their SAM.gov UEI number, technical capabilities, total pricing, and a side-by-side comparison of government specifications versus their product specifications. The government will evaluate quotes based on price and technical capability to award a firm-fixed-price contract to the vendor offering the most advantageous proposal. Questions are accepted until 1:00 p.m. ET on September 4, 2025, with quotes due by 5:00 p.m. ET on September 5, 2025, submitted to Richard Hawthorne.
This procurement is designated as a total small business set-aside under NAICS code 333413 (Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing) with a size standard of 500 employees. No specific incumbent contractors are identified in the solicitation, though P&G Manufacturing is referenced as a potential supplier of acceptable products. While no specific contract value or budget range is disclosed, the procurement involves multiple damper units in various sizes from 8 inches to 22 inches, each requiring corresponding gasket sets for the specialized biosafety facility. The government requires delivery within 30 days after receipt of order, though vendors must propose their own delivery schedules as part of their quotations. Performance will occur at the Fort Detrick, Maryland facility, specifically at the Foreign Disease-Weed Science Research Unit's Building 374 BSL-3 containment laboratory.
