About this opportunity
The U.S. Army Corps of Engineers Baltimore District has published a Special Notice announcing its intent to award a sole-source contract for the repair and calibration of two non-operational In-Situ Object Counting System (ISOCS) detectors. The agency intends to award a firm-fixed-price contract to Mirion Technologies (Canberra), Inc. for servicing one electrically cooled AEGIS model detector and one liquid nitrogen-cooled GC6020 model detector. The procurement is being conducted under the authority of 10 U.S.C. 2304(c)(1) as a sole-source action not exceeding the simplified acquisition threshold. The notice complies with Federal Acquisition Regulation requirements for disseminating information on proposed contract actions. This procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing and PSC code J052 for maintenance and repair of measuring equipment.
The objective of this procurement is to fully restore both ISOCS detectors to operational status through comprehensive diagnostic testing, repairs, and final calibration to ensure accurate and reliable performance. Capability statements from responsible sources must be received by August 8, 2025, though this is not a request for competitive proposals. The Army Corps justifies the sole-source approach by stating that Mirion Technologies is the original manufacturer and the only source with the proprietary expertise, components, and calibration infrastructure necessary to perform the required services. The agency emphasizes that the Mirion ISOCS system is technologically unique as the only in situ gamma spectroscopy system providing the real-time field analysis capabilities required by USACE. While all responsible sources may submit capability statements for consideration, any decision to make this acquisition competitive remains solely at the government's discretion.
