About this opportunity
The Department of State intends to award a sole source contract to Prime Source Technologies LLC located in Washington D.C. to provide continued support and development of an Information Technology Automation Program for the Lebanese Internal Security Force. The firm fixed-price contract will support ongoing development, roll-out, and implementation of the existing software platform to additional ISF entities. There is no set-aside designation for this procurement. As the only company able to make required changes to the existing government software code, Prime Source Technologies is the only responsible source able to provide the continued support and development services. The contract aims to further develop the software platform Prime Source Technologies has supported for the ISF since 2016.

ISF Information Technology Automation Program Development, US Embassy Beirut, Lebanon
This is a pre-solicitation notice of intent to award a sole source contract. The Department of State intends to award a sole source contract Prime Source Technologies LLC located in Washington D.C. The firm fixed-priced contract will provide for the continued support and development of an Information Technology Automation Program (ICAP) that Prime Source Technologies has been developing for the Lebanese Internal Security Force since 2016. This follow-on contract will continue the development, roll-out, and implementation of the software platform to the rest of the connected ISF entities. Prime Source Technologies is the only company with the ability to make the required Government-issued change requests to the existing software code. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the government has determined that Prime Source Technologies LLC is the only responsible source that is able to provide the continued support and development of the ICAP software.
This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required services within ten (10) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
