About this opportunity
The Defense Information Systems Agency has awarded contract NNG15SC64B on a sole-source basis for ISEC7 Professional Configuration and Engineering services supporting the ISEC7 CLASSIFY tool, with an anticipated period of performance from August 1, 2026, through July 31, 2029 (one-year base plus two one-year options).
The requirement spans 5,760 hours of predefined configuration and engineering services to support accelerated enhancements and day-to-day operations of the brand-name ISEC7 CLASSIFY software. The tool enables classification and control marking of documents and emails across Microsoft Office 365, Outlook, OneDrive, SharePoint, and Teams, expanding beyond the Microsoft Advanced Information Protection limitation of 2,000 document labels and integrating with AIP and Data Layer Protection at enterprise-wide scale in an Air-Gapped US SECRET Network environment.
Place of performance is Fort Meade, MD. The procurement is structured as a firm-fixed-price contract under a Multiple Award Schedule/Multiple Award Contract using fair opportunity procedures per FAR 16.505.
DISA justifies the exception under FAR 16.507-6(b)(2), citing unique or highly specialized qualifications. Market research conducted via NASA SEWP RFI in April 2026 determined no functional replacement products exist that meet Government needs. ISEC7 CLASSIFY is a commercially off-the-shelf product with DoD-mandated modifications required for classified marking and dissemination control compliance with DoD 5200.02 standards and Director of National Intelligence Controlled Access Program Coordination Office Registry requirements. Only OEM proprietary software support from the OEM or authorized resellers can satisfy current infrastructure requirements and operational procedures. DISA has historically acquired ISEC7 CLASSIFY licenses through NASA SEWP.
