About this file
This is a Justification for Exception to Fair Opportunity (J&A) document for a follow-on contract under Federal Acquisition Regulation (FAR) Subpart 16.5 for brand-name acquisitions.
The Defense Information Systems Agency (DISA), through its Services Development Directorate (SD3), is procuring ISEC7 Professional Configuration and Engineering Services as a follow-on requirement to support the ISEC7 CLASSIFY tool. The procurement is a firm-fixed-price contract with an anticipated period of performance from August 1, 2026, through July 31, 2029. The requirement includes a one-year base period and two one-year optional periods. The contract will be awarded under a Multiple Award Schedule/Multiple Award Contract (MAC) using fair opportunity procedures per FAR 16.505. DISA requires configuration and engineering services to support classification and control marking of documents and emails across Microsoft Office 365, Outlook, OneDrive, SharePoint, and Teams capabilities, with support for the Microsoft Advance Information Protection (AIP) limitation expansion beyond 2,000 document labels and integration with AIP and Data Layer Protection at an enterprise-wide level in an Air-Gapped US SECRET Network environment.
The justification for the brand-name exception is based on FAR 16.507-6(b)(2), citing that only one awardee is capable because of unique or highly specialized qualifications. DISA has historically acquired OEM proprietary ISEC7 CLASSIFY licenses through NASA Solutions for Enterprise-Wide Procurement (SEWP) and requires brand-name support from the OEM or authorized resellers. The ISEC7 CLASSIFY product is commercially off-the-shelf with DoD-mandated modifications essential for classified marking and dissemination control compliance with DoD 5200.02 standards and Director of National Intelligence Controlled Access Program Coordination Office Registry requirements. Market research conducted via NASA SEWP RFI in April 2026 determined that no functional replacement products exist in the marketplace that meet Government needs, and only OEM proprietary software support available through the OEM or authorized resellers can satisfy current infrastructure requirements and operational procedures.

The ISEC7 brand-name requirement is expected to continue beyond the end of this J&A period of performance and a J&A was prepared to support prior procurements for ISEC7 Classify licenses and Configuration and Engineering support services.
