Potential offerors may be required to design, build, or acquire special test equipment to support production and must demonstrate capability to troubleshoot and resolve any system-level functional issues. Interested parties must submit a Statement of Capability and Qualifications within 15 days of the publication date, providing proof of approved facility and personnel clearances. The government will use these capability statements to confirm the sole source approach or potentially reconsider a competitive procurement.
