About this opportunity

The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland is seeking to procure F/A-18E/F Weapon Replaceable Assemblies, specifically Block II Phase IV Infrared Search and Track (IRST) Environmental Control Units (ECUs) for full rate production. This pre-solicitation notice is market research intended to identify potential small and other than small business firms capable of manufacturing and supporting these components. The ECU must provide adequate temperature control to the Infrared Receiver and Processor WRAs, and the successful offeror must demonstrate capability to perform automated test procedures and troubleshooting at their facility, as well as design, build, or acquire special tooling equipment as needed. While this is not a formal Request for Proposal, responses indicate the government's intention to issue an RFP in the future, with any resulting contract action to be synopsized on the Government-wide Point of Entry in accordance with Federal Acquisition Regulation requirements. The deadline for submission of this pre-solicitation notice is February 13, 2026, and interested parties should note that the government will not provide payment for information submitted in response to this market research announcement.

This pre-solicitation notice is not designated as a small business set-aside. The procurement is structured as a base year plus two option years covering Full Rate Production lots I, II, and III. No specific award values, budget ranges, or production quantities are disclosed in this announcement. The notice does not identify any potential incumbents or current contractors holding this work. Since this is an informational pre-solicitation rather than a formal solicitation, no evaluation criteria have been established at this stage, and the government remains under no obligation to award a contract based on responses received. Interested contractors should monitor the Government-wide Point of Entry for the eventual RFP issuance.
