About this opportunity

The General Services Administration Public Buildings Service Region 3 is seeking construction services for a roof replacement project at the IRS Enterprise Computing Center (ECC) in Martinsburg, West Virginia. This Sources Sought Notice is a market survey to determine whether adequate small business contractors are available for the proposed Design-Bid-Build procurement, which will result in a firm fixed price stand-alone contract. The project involves replacing approximately 200,000 square feet of inverted roof spanning four buildings, including demolition to the structural deck, installation of new hot-applied rubberized asphalt or cold-fluid applied roofing products, and upgrades to fall protection, accessibility structures, lightning protection, and drainage systems. Interested firms must submit detailed responses via email to Stephen.Kohri@gsa.gov and Erin.Watson@gsa.gov by October 29, 2025, providing information on business size, small business status (including SDB, WOSB, SDVOSB, HUBZone, or 8(a) classifications), federal and GSA project experience, bonding capacity, project references, and descriptions of up to five relevant projects. This is a Sources Sought Notice only and is not a Request for Proposals; responses do not constitute offers and will not be evaluated as bids, though they do not impact a firm's ability to respond to future solicitations.

No set-aside designation has been applied to this procurement, though the government is specifically surveying the market to assess small business capability for potential set-asides. No incumbent contractor or current award value has been identified in the available documentation. The project scope encompasses a substantial 200,000 square foot roof replacement across four interconnected buildings at a major federal computing facility, indicating a significant construction undertaking. Respondents are responsible for all expenses associated with their responses, and the government will provide no reimbursement for submitted information. The Sources Sought process will inform the government's procurement strategy and small business utilization decisions for the subsequent formal solicitation, making this an important opportunity for contractors to demonstrate their capabilities and establish their presence for this major federal construction project.
