About this opportunity
The Internal Revenue Service is conducting market research through a Request for Information (RFI) to identify prospective vendors capable of providing Digital Asset Computation Support Services. The IRS seeks contractors to support examination activities involving digital assets and cryptocurrency transactions, including data ingestion from multiple sources, gain/loss computations using various cost basis methodologies (FIFO, LIFO, HIFO, specific identification), transfer analysis, and optional litigation support services. Key contract requirements include maintaining five key personnel positions with specialized expertise, including a Lead Digital Asset Tax and Accounting Subject Matter Expert (requiring CPA license and minimum five years of tax experience with three years in digital assets), and compliance with IRS Publication 1075 security standards and FedRAMP authorization for any cloud-based solutions. The RFI requests vendors provide corporate capabilities, technical approach, valuation methodology, quality control processes, security compliance, staffing model, budgetary pricing by labor category or complexity tier, and acquisition strategy inputs. Responses must be submitted to RYAN.M.DOLAN@IRS.GOV no later than 11:59 p.m. Eastern Time on March 24, 2026, limited to 16 pages maximum, and questions regarding the RFI were due by March 9, 2026, with answers posted on SAM.gov.
This RFI is issued for market research and planning purposes only and does not constitute a commitment by the Government to issue a subsequent solicitation or award a contract. There is no set-aside designation for this requirement, and no funding has been set aside at the time of this RFI. The contract is expected to encompass a base period of 12 months (August 13, 2026 to August 12, 2027) plus four optional 12-month renewal periods, with the IRS planning estimates of approximately 210 low-complexity, 65 medium-complexity, and 25 high-complexity cases in year one, though these figures carry no minimum volume guarantees. The current contract uses a Firm-Fixed-Price structure, though future solicitations may shift to labor-hour or hybrid pricing models. All costs associated with responding to this RFI are the vendor's responsibility, and the Government will not reimburse response expenses. Responses will be used to identify potential sources, vehicles, and set-asides for specific small business classifications in connection with a future formal solicitation.
