About this file
This is a Request for Information (RFI) issued by the Internal Revenue Service (IRS) for Digital Asset Computation Support Services dated March 3, 2026. The RFI is conducted for market research purposes only and does not commit the Government to issue a subsequent solicitation or contract. The IRS seeks to identify prospective sources capable of providing specialized services to support IRS examination activities involving digital assets (virtual currency and cryptographically secured ledger-based assets) transacted across exchanges, wallets, and blockchains. There is no funding set aside for this requirement at the time of the RFI. The Government is encouraging vendors to provide budgetary and standard rate information, labor category mappings, fully burdened hourly rates, indicative case-level pricing by complexity tier, and commercially available rate cards to establish an Independent Government Cost Estimate (IGCE).
The required services include work-order driven case support with ingestion conferences and computation planning; ingestion and normalization of digital asset datasets from multiple sources with reconciliation and USD valuation; production of computation deliverables including ingestion reports, gain/loss calculations, transfer analyses, and IRS workpaper templates; quality control and documentation supporting replication and verification; and optional litigation support services. Additional requirements encompass performance primarily at contractor facilities, safeguarding of IRS information consistent with Publication 1075, potential background investigation requirements for personnel, and secure infrastructure supporting large-scale ingestion and analysis with access controls and audit logging. Responses must be submitted to RYAN.M.DOLAN@IRS.GOV by 11:59 p.m. eastern March 20, 2026, limited to 16 pages maximum (15 pages plus one cover page) in Microsoft Word or PDF format using 11-point font. Questions regarding the RFI must be submitted by 11:59 p.m. eastern March 9, 2026, with answers posted on SAM.gov. The cover page must include company information, SAM.gov Unique Entity Identifier, business type and NAICS codes, company size classification, relevant GSA schedule and GWAC contracts, and confirmed or recommended NAICS and Product Service codes.

INTERNAL REVENUE SERVICE (IRS)
REQUEST FOR INFORMATION (RFI)
IRS DIGITAL ASSET INITIATIVE
DIGITAL ASSET COMPUTATION SUPPORT SERVICES
(IRS-DA_COMP_SVCS)
MARCH 3, 2026
BACKGROUND
The Internal Revenue Service (IRS) is an agency within the U.S. Department of the Treasury (Treasury) responsible for administering and enforcing federal tax laws. IRS examination activities increasingly involve digital assets (e.g., convertible virtual currency and other cryptographically secured ledger-based assets) transacted across custodial exchanges, noncustodial wallets, and public distributed ledgers (blockchains). These examinations often involve large transaction volumes and complex valuation, basis, and tracing issues that require specialized data ingestion and computation capabilities to support IRS personnel.
IRS is conducting market research in support of an anticipated requirement for Digital Asset Computation Support Services aligned to the attached draft Performance Work Statement (PWS). The draft PWS describes a case-based, work-order driven service to ingest and standardize digital asset datasets; value transactions in U.S. dollars; compute gains/losses and other income items by tax year; prepare transfer analyses; produce IRS-template workbooks supporting examination workpapers; and (optionally) provide litigation support services as needed. *Please note that the PWS is in early rough draft stages, and a refined PWS is being created during the RFI publication.*
PURPOSE
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the U.S. Government to issue a subsequent solicitation (Request for Proposal, etc.). This RFI does not commit the U.S. Government to contract for any supply or service. IRS is not seeking proposals at this time. Further, IRS will not accept unsolicited proposals in response to this RFI. Participants in this market research are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Responses to this RFI will be used to identify potential sources, vehicles and set asides for specific small business classifications. There is no funding set aside for this requirement at the time of this RFI.
This RFI is conducted as part of the Government’s market research and exchange of information with industry consistent with Federal Acquisition Regulation (FAR) Part 10 (Market Research) and FAR 15.201 (Exchanges with industry before receipt of proposals).
To establish an Independent Government Cost Estimate (IGCE), the Government is encouraging vendors to provide budgetary and/or standard rate information relevant to the services outlined in the attached draft PWS (for example: recommended labor category mappings, fully burdened hourly rates under existing contract vehicles, indicative case-level pricing by complexity tier, and/or commercially available rate cards, as applicable). Please note that this is not a request for a formal proposal or price quote.
IRS may use the responses to this RFI in developing a procurement strategy. IRS will weigh the capability, quality, and feasibility of proposed approaches; demonstrated experience performing large-volume digital asset ingestion and computations (including valuation and basis tracking); reproducibility and quality control of outputs; ability to support sensitive matters that may proceed to appeals and/or litigation; staffing/surge strategy; security controls for safeguarding IRS information (including Publication 1075 and applicable FedRAMP considerations); and overall risk. The information provided in this RFI is subject to change and is not binding to the U.S. Government. All submissions become the property of the U.S. Government and will not be returned. Responses to the RFI may be used to develop U.S. Government documentation and may be reviewed by U.S. Government technical experts within IRS and other Federal agencies.
SCOPE
IRS is conducting market research via this Request for Information (RFI)/Sources Sought Notice (SSN) for the purpose of identifying prospective sources capable of providing Digital Asset Computation Support Services in support of IRS examination activities, in accordance with the attached draft PWS.
At a high level, the requirement includes integrated support across the following areas:
• Work-order driven case support (ingestion conference, computation plan, technical briefings).
• Ingest/normalize datasets from exchanges, APIs, blockchains, and other records; reconcile and value in USD.
• Produce computation deliverables (ingestion report, gain/loss, transfers, IRS workpaper templates).
• Provide QC and documentation to support replication/verification and evidentiary needs.
• Optional litigation support (alternative legal assumptions, counsel support, testimony).
Additional environmental considerations reflected in the draft PWS include (but are not limited to):
performance primarily at contractor facilities; safeguarding IRS information consistent with Publication 1075; potential background investigation requirements for contractor personnel as applicable; and secure tools/infrastructure supporting large-scale ingestion and analysis with access controls and audit logging.
