About this opportunity
The Department of Veterans Affairs National Cemetery Administration Pacific District Contracting Office is conducting market research to identify potential contractors for comprehensive irrigation management services at Willamette National Cemetery in Portland, Oregon. This non-personnel services contract requires management of a sophisticated Maxicom-based irrigation system covering 596 irrigation zones across 34 controllers, with objectives focused on ensuring efficient, sustainable, and uninterrupted operation while supporting landscape health and water conservation efforts. Contractors must possess specialized qualifications including Certified Irrigation Technician certification, experience with centralized irrigation systems, software and networking proficiency, and water management expertise. Key performance requirements include monthly zone inspections, annual system optimization, timely repair response, 24/7 monitoring services, and maintaining water efficiency standards while submitting regular electronic reports to the Contracting Officer's Representative. The contract falls under NAICS code 221310 (Water Supply and Irrigation Systems) with a size standard of $41 million, and responses to this sources sought notice are due by October 15, 2025, at 11:00 AM PST.
Currently, no set-aside designation has been established, though the VA has indicated that if market research identifies two or more qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) certified by the SBA who can perform the work at fair and reasonable prices, the subsequent solicitation will be set aside for veteran-owned businesses per 38 U.S.C. 8127. The contract structure is planned as a firm fixed-price arrangement with a base year of 12 months and four additional 12-month option periods, potentially extending the total contract duration to five years. No current incumbent contractor or specific budget range has been disclosed in the documentation, though the large size standard of $41 million suggests this is a substantial procurement opportunity. The extensive scope covers nearly 600 irrigation zones, indicating a complex and comprehensive irrigation management requirement for this national cemetery facility.
