About this opportunity
The Food and Drug Administration's National Center for Toxicological Research (NCTR) is seeking suppliers for irradiated Sani-chip bedding, a cube-cut hardwood chip product used in primary animal enclosures at research vivarium facilities. The bedding must be manufactured from beech, birch, aspen, or maple wood, heat-treated, and irradiated to a minimum of 15 kGy, meeting strict specifications for particle size, moisture content, and chemical contaminants as detailed in the accompanying technical documents. Interested vendors must submit capability statements by December 15, 2025, at 1:00 PM Central Time to david.kramer@fda.hhs.gov, with responses required to include company overviews, descriptive literature demonstrating technical capabilities, and three years of past performance references. The government will evaluate responses to determine supplier qualifications and assess whether future procurements might be set aside for small business concerns. This pre-solicitation notice provides potential suppliers with an opportunity to demonstrate their capabilities before formal solicitation procedures commence.
This procurement is not using a set-aside designation and is open to all businesses, though the government is particularly targeting small business manufacturers. The contract will be structured as an indefinite quantity agreement with a one-year base period and four optional renewal years, with anticipated orders ranging from 500 to 1,500 bags per shipment. No specific incumbent contractor or award value has been identified in the pre-solicitation materials. Deliveries will be made to the NCTR facility in Jefferson, Arkansas, and the government will utilize the sources sought responses to inform future procurement strategy and determine contractor viability for ongoing supply needs.
Notice text
The Food and Drug Administration (FDA) National Center for Toxicological Research (NCTR) needs contact bedding for primary enclosures used to house animal species (mostly rodents) at the research vivarium facilities. The bedding allows absorption of urine and feces to facilitate cleaning and sanitation. This bedding will:
- Provide substrate for resting and sleeping;
- Absorb moisture, minimize the growth of microorganisms, and dilute and limit animals’ contact with excreta, and reduce the accumulation of intracage ammonia;
- Enhance animal well-being by providing animals with sensory and motor stimulation, and providing opportunities for species-specific behavior such as foraging, digging and burrowing; and
- Facilitate in-animal thermoregulation.
