About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is issuing a Request for Information to conduct market research on Return to Service and lifecycle sustainment of six Intelligence, Surveillance, and Reconnaissance-capable King Air 350 aircraft currently located in Iraq, with responses due August 23, 2026. This is a market research RFI only and does not constitute a commitment to issue a solicitation.
All work must be performed on-site in Iraq. The six aircraft were originally delivered in 2007, have been grounded since 2022, and each has approximately 10,000 total flight hours. They currently lack Supplemental Type Certification or Airworthiness Certification. The Government seeks to return the aircraft to full flight and mission capability and maintain operational readiness throughout their remaining lifecycle with sustainment support required for up to five years.
Respondents must address four core capability areas in a white paper not exceeding 10 pages: Initial Assessment and Inspection, including comprehensive physical, structural, and avionics assessment methodology; Return to Service activities encompassing heavy maintenance, structural repairs, engine overhauls, and airworthiness certification compliance with military standards and/or FAA regulations; Lifecycle Sustainment and Operational Readiness, including supply chain management for critical spares, proactive obsolescence management for aging avionics and diminishing manufacturing sources, and field service representative and reach-back engineering support; and past performance on similar platforms.
Interested vendors must submit responses electronically to Contract Specialist Jennifer Bryant (jennifer.bryant.12@us.af.mil) and Procuring Contracting Officer Kenneth Herrell (kenneth.herrell@us.af.mil) by August 23, 2026. The Government will not pay for information or administrative costs incurred in response to this RFI.
