About this file

This is a Request for Information (RFI) issued by the United States Air Force to conduct market research for Return to Service (RTS) and lifecycle sustainment of six Intelligence, Surveillance, and Reconnaissance (ISR)-capable King Air 350 aircraft currently located in Iraq. The aircraft were originally delivered in 2007, have been grounded since 2022, and each has approximately 10,000 total flight hours. They currently lack Supplemental Type Certification or Airworthiness Certification. The Government seeks innovative, efficient, and cost-effective solutions to return the aircraft to full flight and mission capability and maintain operational readiness throughout their remaining lifecycle, with sustainment support required for up to five years. All work must be completed on-site in Iraq outside the Continental United States (OCONUS).

Interested vendors must submit a white paper not exceeding 10 pages addressing four core capability areas: (1) Initial Assessment and Inspection, including comprehensive physical, structural, and avionics assessment methodology; (2) Return to Service activities encompassing heavy maintenance, structural repairs, engine overhauls, and airworthiness certification compliance with military standards and/or FAA regulations; (3) Lifecycle Sustainment and Operational Readiness, including supply chain management for critical spares, proactive obsolescence management for aging avionics and diminishing manufacturing sources, and field service representative and reach-back engineering support; and (4) past performance on similar platforms. Responses must be submitted electronically to Contract Specialist Jennifer Bryant (jennifer.bryant.12@us.af.mil) and Procuring Contracting Officer Kenneth Herrell (kenneth.herrell@us.af.mil) by 23 August 2026. This RFI is for information and planning purposes only and does not constitute a promise to issue an RFP or obligate the Government to pay for response costs.

REQUEST FOR INFORMATION (RFI)

Title: Return to Service (RTS) and Lifecycle Sustainment of King Air 350 Aircraft Agency: United States Air Force (USAF) Notice Type: Request for Information (RFI)

1.0 Purpose and Objective

USAF is issuing this Request for Information (RFI) to conduct market research and identify potential industry partners capable of providing for the Return to Service (RTS) of six (6) Intelligence, Surveillance, and Reconnaissance (ISR)-capable King Air 350s and lifecycle sustainment support. Aircraft are in the country of Iraq.

The Government seeks innovative, efficient, and cost-effective solutions to return six (6) King Air 350 aircraft to full flight and mission capability, and to ensure their operational readiness throughout their remaining lifecycle.

Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not pay for any information or administrative costs incurred in response to this RFI.

2.0 Background

The Government of Iraq currently possesses six (6) ISR-capable King Air 350 aircraft. These aircraft have no current Supplemental Type Certificate or Airworthiness Certification.

Aircraft were originally delivered in 2007. Current condition is unknown due to a break in service since 2022. For the purposes of this RFI, respondents should assume the aircraft have been grounded since 2022 and assume that each aircraft has a total flight time of approximately 10,000 hours. The aircraft need to be returned to service to be fully ISR mission capable and certified. Once returned to service, these aircraft will require an ongoing sustainment framework to guarantee high mission capability rates, proactive obsolescence management, and continuous logistical support for a period of up to five (5) years. This work will be required to be completed Outside the Continental United States (OCONUS) on-site in Iraq.

3.0 Requested Information

Interested vendors are requested to provide a capability statement and technical approach addressing the following core areas:

3.1 Initial Assessment & Inspection

• Assessment Strategy: Detail the proposed methodology for conducting comprehensive physical, structural, and avionics assessments of the aircraft in their current condition.

3.2 Return to Service (RTS)

• Overhaul and Repair: Outline your organizational capability to perform the heavy maintenance, structural repairs, engine overhauls and other tasks required to return the aircraft to an airworthy status.

• Airworthiness Certification: Describe your process for ensuring compliance with military airworthiness standards and/or Federal Aviation Administration (FAA) regulations during the RTS phase.

• Innovation & Efficiency: Propose innovative but proven methods to reduce the RTS timeline and minimize costs.

3.3 Lifecycle Sustainment & Operational Readiness

• Logistics & Supply Chain: Provide an overview of your supply chain management strategy to ensure the availability of critical spares, minimizing aircraft on ground time.

• Obsolescence Management: Describe your proactive approach to identifying and mitigating diminishing manufacturing sources and material shortages (DMSMS), particularly for aging avionics.

• Field Support: Detail your capability to provide responsive field service representatives (FSRs) and reach-back engineering support for deployed operational units.

4.0 Submission Instructions

Respondents should submit a white paper (not to exceed 10 pages) addressing the items in section 3 of this request and outlining their capabilities, past performance on same or similar platforms, and proposed strategies for the scope detailed above.

Responses should be submitted electronically to Contract Specialist Jennifer Bryant at jennifer.bryant.12@us.af.mil and Procuring Contracting Officer Kenneth Herrell at kenneth.herrell@us.af.mil. Responses are requested no later than 23 August 2026.

Respondents are responsible for identifying any proprietary or confidential information contained in their submissions. The Government will protect such information in accordance with applicable laws and regulations.
