About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking to acquire Symedical Medical Terminology Management Software licenses through a sole-source procurement from Clinical Architecture LLC. The software will support the Electronic Health Record Modernization Integration Office (EHRM-IO) in migrating data from the legacy Veterans Health Information Systems and Technology Architecture (VistA) system to the new Oracle Health Millennium platform, including the mapping and maintenance of existing terminology codes. The procurement requires five end-user licenses with comprehensive features including Content Portal, Catalog Manager, Content Model Manager, Map Manager, Remote Access, Adaptive Workflow, and both administrative and end-user training. The contract will be evaluated on a lowest-price, responsible offeror basis under a firm-fixed-price structure. The solicitation operates under Simplified Acquisition Procedures with quotes due on September 9, 2025, at 8:00 AM EST. The NAICS code for this procurement is 513210 (Software Publishers) with a size standard of $47 million.
This solicitation does not utilize any set-aside designations and is being conducted as a sole-source procurement to Clinical Architecture LLC due to their proprietary rights to the required software. The contract encompasses a 36-month period of performance consisting of a 12-month base year for five end-user licenses and two 12-month option periods to renew the same five licenses to meet future Veterans Health Administration requirements. Additional services include access to software patches and version updates, along with online support featuring 24-hour response times for critical issues and 48-hour response times for other support requests. While specific dollar values are not disclosed in the available documentation, the procurement falls under the simplified acquisition threshold given the procedures being employed. The place of performance is designated as Eatontown, New Jersey, supporting the VA's broader electronic health record modernization initiative.
