About this opportunity
The National Park Service (NPS), under the Department of the Interior, has issued a sole source special notice for Esri Enterprise Advantage Program advisory and IT professional services support. This procurement specifically targets Environmental Systems Research Institute, Inc. (Esri) for advanced technical GIS consulting services and technical support to assist NPS in geospatial technical enablement across their organizational strategy. The notice was posted on August 26, 2025, with a due date of September 2, 2025. The procurement is being conducted under the Limited Sources Justification framework in accordance with FAR 5.202(a)(13), with Richard Burns serving as the point of contact. The scope involves investigating technical solutions for sustaining NPS's national geospatial infrastructure and conducting geospatial assessments to identify priorities and develop sustainment plans.
The primary objective of this procurement is to maximize NPS's investment in Esri technology through a comprehensive 12-month Advantage Program that includes advisor services and up to 200 labor hours of consulting services supporting tactical geospatial strategy initiatives. The services will focus on technology, data, process, and people aspects, including ArcGIS Enterprise administration, data standards development, workflow automation, system integrations, and cloud migration support for NPS's more than 5,000 staff members. Esri is justified as the sole source contractor because they are the developer of the ArcGIS family of GIS products, which serves as the standard software used by NPS nationally, and they are the only company with access to the proprietary coding and development of this software. The contract includes a base performance period of one year with an option for one additional year, and while primarily virtual, any on-site work will occur at the Denver Federal Center. The procurement leverages the existing Department of Interior Enterprise License Agreement, positioning Esri as the default enterprise GIS software provider for NPS operations.
