About this opportunity
The Iowa Army National Guard's Midwest Counterdrug Training Center is seeking technical instruction services to design, develop, and deliver a Patrol Officer's Response to Street Drugs course to law enforcement officers, military personnel, and community-based organizations. The contract will be evaluated based on three primary factors: Technical Capability, Past Performance, and Price, with technical capability and past performance weighted significantly higher than price. The government will award a single firm-fixed-price contract to the responsible contractor whose proposal offers the best value. Key deadlines include April 8, 2026, for written questions; April 28, 2026, for past performance questionnaire submissions; and May 5, 2026, at 11:00 a.m. central time for final proposal submissions, which must include one electronic copy and one hard copy submitted via trackable shipping. Contractors must demonstrate prior experience designing and delivering similar courses to uniformed patrol officers and be currently engaged in training civilian law enforcement on this subject, while all instructors must possess a minimum of 15 years of total law enforcement experience (including five years as a civilian Narcotics Officer), five years of teaching experience in this specific course, and U.S. citizenship.
This is a 100% small business set-aside under NAICS Code 611699 with a $16.5 million size standard, with the previous incumbent contract identified as W912LP-21-C-00014. The base contract period spans 12 months and requires up to 6 course iterations, with four optional 12-month periods each containing up to 12 iterations, for a potential total of 54 course deliveries. The course must be a minimum of 36 hours of instruction delivered over four class days, accommodating up to 40 participants per iteration, with approximately one-third conducted at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, and the remainder delivered throughout the 54-state and territory service area. Contractors must comply with applicable wage determinations for Iowa counties, provide all personnel, equipment, materials, and supervision (excluding workspace and audiovisual equipment), and maintain student course evaluations averaging 75% or higher. Performance will be measured through Student Course Evaluations, and contractors must report all labor hours through the SAM.gov Service Contract Reporting portal annually by October 31.
