About this opportunity

The Iowa National Guard, through the Midwest Counterdrug Training Center, is seeking technical instruction services to develop and deliver a Patrol Officer's Response to Street Drugs Course for law enforcement personnel. The course will be a minimum of 36 hours delivered over four days to up to 40 officers per iteration, covering drug recognition, pharmacology, legal issues, officer safety, and response strategies. Instructors must possess a minimum of 15 years total law enforcement experience, including 5 years as a civilian Narcotics Officer and 5 years teaching similar courses, and must be U.S. citizens. The government will evaluate proposals based on the contractor's technical capability, prior experience designing and delivering similar courses to uniformed patrol officers, and understanding of course requirements. Interested vendors must submit a Sources Sought Response Form by 10:00 am Central Time on Thursday, January 15, 2026, to provide feedback on the draft Performance Work Statement and Evaluation Criteria, which will inform the government's final solicitation requirements.

This procurement includes no set-aside designation and does not identify any potential incumbent contractors. The contract structure consists of a base period of approximately twelve months with six course iterations, followed by four optional twelve-month periods with up to twelve course iterations each. The government will measure contractor performance through student course evaluations, requiring at least a 75% average rating to meet quality control standards. The contractor must provide comprehensive deliverables including student manuals, unique course content tailored to MCTC's needs, slide presentations, and pre- and post-course assessments with practical exercises. While no specific award value has been disclosed in this pre-solicitation notice, the multi-year contract structure with base and option periods suggests a substantial, long-term engagement for the selected vendor.
