About this opportunity

The Navy Region Southwest Qualified Recycling Program is soliciting bids for the sale of scrap lead acid batteries located at Naval Air Station Lemoore, California. This government sale covers approximately 20,000 pounds of batteries annually, including automotive, forklift, airplane, metal-encased, and small lead acid batteries through the Department of the Navy Naval Facilities Engineering Command. Bidders must possess a current EPA ID number, submit bids via certified carrier service only (no email, fax, or hand delivery accepted), and provide legible, signed bid sheets in ink or typed format. The evaluation will award the agreement to the most advantageous responsible offeror, with the highest bid receiving the contract award. Critical deadlines include a bid submission deadline of 2:00 PM Pacific Time on September 30, 2025, an inspection period from September 11-23, 2025, and a planned contract start date of October 6, 2025.

This solicitation does not utilize any set-aside designations and no current incumbents or contractors are identified in the documentation. The initial contract term spans one year with potential for four additional one-year renewals, creating a possible total contract duration of five years. Payment terms require remittance to the U.S. Treasury within 30 days of invoice, with escalating administrative charges for late payments, and the buyer must recycle batteries through shredding or equally complete methods. Material pickup operations are restricted to normal base business hours (Monday through Friday, 0700-1500 Pacific Time) and require coordination with the local Solid Waste Coordinator at Naval Air Station Lemoore. The Navy emphasizes strict anti-collusion compliance, warning that bid rigging constitutes a federal felony with potential fines up to $1,000,000 for corporations and three years imprisonment for individuals.
