About this opportunity
The Federal Aviation Administration (FAA) seeks investigative interviewing training for FAA employees through AAQ-740 Training & Aviation Acquisition at the FAA Aeronautical Center, with proposals due November 6, 2026 at 5:00 p.m. Central Time under Amendment 0004. The Set Aside field reads "No Set-Aside Used," and the procurement is a recompete of solicitation 6973GH-26-R-00229, with incumbent Forensic Interview Solutions, LLC under contract 6973GH-23-D-00105. Amendment 0004, posted October 26, 2026, moved the due date from October 28, 2026 and changes Sections L and M and the Performance Work Statement (PWS). AAQ-200 Term & Enroute Contract Division in Washington, DC provides administrative oversight.
The base year runs November 1, 2026 through October 31, 2027, with four one-year option periods ending October 31, 2031. The FAA estimates five classes per year, with a maximum of 20 students per class. Training follows the P.E.A.C.E. model (Plan and Preparation, Engage and Explain, Account-Clarification and Challenge, Closure and Evaluation) and serves Safety Hotline, whistleblower, suspected unapproved parts, certificate management, and compliance and enforcement investigations.
Place of performance is Oklahoma City, OK. Delivery must occur at a brick-and-mortar facility in the United States, preferably within 25 miles of a major airport. Computer-based or virtual training is permitted only at government discretion and with vendor concurrence. Daily sessions may not exceed 10 hours including breaks.
Instructors must hold five years of professional investigative interviewing experience, preferably in aviation or manufacturing, and three years of instructor experience. Facilities must be described per PWS Section G.4(a)-(l), or the offeror must provide proof of FAA Part 141 or Part 142 certification.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology with single-offeror award. Four technical factors are assessed: a training syllabus compliant with the PWS, training aids and facilities, alignment of training outcomes with PWS requirements, and instructor qualifications. Price is evaluated for reasonableness, and pricing data is not required initially. Schedule B estimates show $0.00 across all periods, so offerors propose per-class pricing.
Submissions are electronic, in separate volumes, with price in a separate spreadsheet. Offerors must acknowledge Amendment 0004 before the new deadline by completing items 8 and 15 of the SF-30 form, acknowledging it on each offer copy, or submitting a letter referencing the solicitation and amendment number. Failure to acknowledge may result in rejection. NAICS is 611519, Other Technical and Trade Schools; PSC is U099, Education/Training-Other.
Notice text
Investigative Interviewing course to provide Federal Aviation Administration (FAA) employees with the tools necessary for conducting ethical, outcome-based interviewing. Learned techniques used in the Plan and Preparation, Engage and Explain, Account – Clarification and Challenge, Closure and Evaluation (P.E.A.C.E.) Model, will assure FAA employees get the right information in the right manner when interviewing for Safety Hotline, Whistleblower, and Suspected Unapproved Parts Investigations; Certificate Management Principal Inspector, Supplier Control, and Quality System Audits; Organization Designation Authorization and Designee Management Inspections; Safety Management System Assessments; and Compliance Action/Enforcement Investigations.
Investigative interviewing (and particularly the PEACE model which is the preferred method) aligns with these principles and is considered as the most ethical, transparent and best practice way to obtain reliable and relevant information from persons of interest, complainant, witnesses and respondents. This method has interviewers using an open-ended line of questioning and fewer leading questions to get the answer that are needed and not leading the interviewee in a certain direction.
