About this opportunity

The Fish and Wildlife Service seeks investigation of polyfluoroalkyl substances (PFAS) at Great Swamp National Wildlife Refuge in Basking Ridge, New Jersey, with quotes due September 2, 2026. This is a total small business set-aside, firm fixed price procurement.

The performance period runs from August 26, 2026 through September 2, 2026. The contractor shall develop a site-specific Uniform Federal Policy Quality Assurance Project Plan subject to one round of Fish and Wildlife Service and EPA comments; conduct field reconnaissance to identify porewater sampling locations (two upstream and two downstream of the landfill); execute porewater sampling using PFAS-free dedicated or decontaminated equipment with strict contamination prevention protocols including powderless nitrile gloves and prohibition of Teflon-containing materials; submit four anticipated samples to a certified laboratory for PFAS analysis using EPA-approved methods such as SW-846 Method 8327; and validate analytical data through verification and independent review against quality control criteria. Deliverables include draft and final QAPP documents, a field report summarizing field activities and Chain-of-Custody forms, and a complete laboratory data package with validated analytical results and QC data. Standard 21-day turnaround time for laboratory results and Level 4 data validation effort are acceptable. Field activities occur at Operable Unit 3 of the Asbestos Dump Superfund Site, a former dumping and landfilling area delisted from the National Priority List in 2010.

Quoters must submit a single consolidated PDF not exceeding 20 pages via email to Chantal Bashizi, including UEI number, capabilities description, and relevant qualifications. A site visit is available upon request by contacting the field station at (973) 294-1997 and asking for Mr. George Molnar. The NAICS code is 541620, Environmental Consulting Services. PSC is B510, Special Studies/Analysis–Environmental Assessments. Prevailing wage rates apply; Service Contract Act wage determination No. 2015-4211 covers Essex, Morris, Sussex, and Union counties in New Jersey, with rates effective August 12, 2026.
