About this opportunity
The Federal Railroad Administration seeks a single contractor to investigate the efficacy of aftermarket technologies—specifically fuel additives and fuel injector kits—to improve locomotive efficiency for smaller Class II and Class III railroads, with quotations due August 21, 2026. This is a Women-Owned Small Business set-aside under NAICS 541380, with an estimated contract value of $350,000.
Place of performance is Washington, DC. The period of performance runs 18 months from September 1, 2026 to March 1, 2028. The contractor must identify and test aftermarket technologies, develop comprehensive test plans, conduct laboratory and field testing on an FRA-furnished research locomotive located at Indiana Northeastern Railroad, analyze results, and deliver six primary task deliverables including a Technology Search Summary Report due 90 days after award, draft and final test plans, quarterly progress reports, Research Results Reports at 12 and 16 months, and a Final Technical Report due 15 months after award. The contractor must coordinate with the American Shortline & Regional Railroad Association and participating railroad partners, attend monthly project status meetings, and comply with Section 508 of the Rehabilitation Act. Travel is budgeted at a not-to-exceed ceiling of $15,000.
FRA will furnish prior research data on fuel additives and injector kits; laboratory testing is not mandatory if field-only protocols receive technical justification. The Government reserves the right to cancel without award if requirements are not met. Evaluation uses a best-value tradeoff weighing Prior Experience and Technical and Management Approach significantly more heavily than Price. The RFQ is structured as seven firm-fixed-price task line items. Questions were due August 7; FRA posted Q&A responses on August 13. Award is anticipated by August 28, 2026.
