About this opportunity
The Department of the Air Force Materiel Command Test Center, specifically the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base, is conducting market research for an invasive species plant survey across 39,081 acres in Coffee and Franklin Counties, Tennessee. The survey aims to assess the presence and extent of exotic and invasive species within 26,368 acres of cultivated and natural forest habitats, with primary objectives including location coordination, species identification, treatment effectiveness evaluation, and recommended management methodologies. Interested businesses are required to submit a 3-page capability package by 10:00 AM Central Time on May 2, 2025, to designated contacts Mr. Andrew Waggoner and Ms. Erica Anglin. Respondents must provide comprehensive details such as company information, business size classification, CAGE code, SAM.gov UEI, comments on the draft Statement of Objectives, available contract vehicles, capability overview, estimated pricing, and recommended labor mix. The procurement approach will be determined based on market research responses and may result in a single source acquisition, small business set-aside, or full and open competition.
The contract opportunity is currently not set aside for any specific business size and will be evaluated under NAICS code 541620 for Environmental Consulting Services with a size standard of $19,000,000. While specific award value is not disclosed, the government anticipates issuing a firm-fixed-price purchase order for the survey services. The survey is intended to be conducted during a single base period, focusing on detailed documentation of invasive plant species, including their identification, mapping, percent cover quantification, and recommended treatment approaches. No incumbent contractors are mentioned in the documentation, and the procurement will be managed through voluntary submissions with no guaranteed feedback or follow-up communications from the government. The technical support requirement is specifically tailored to inform future invasive plant management decisions at the Arnold Air Force Base installation.
