About this file

This Statement of Objectives (SOO) outlines a technical support requirement for an invasive species plant survey at Arnold Air Force Base in Coffee and Franklin Counties, Tennessee. The survey focuses on Barrens restoration units within the base's 39,081 acres, which include 26,368 acres of cultivated and natural forest habitats. The primary objectives are to: 1) coordinate survey locations with base Natural Resources, 2) assess the presence and extent of exotic and invasive species, 3) evaluate current invasive species treatment effectiveness, 4) provide a comprehensive survey summary including species identification, mapping, and percent cover quantification, and 5) recommend treatment methodologies with specific timing, approach, and potential products. The survey will be conducted during a single base period, with the goal of informing future invasive plant management decisions at the installation.

Statement of Objectives April 2025

Invasive Species Plant Survey at Arnold Air Force Base, Coffee and Franklin Counties, TN

Purpose

This statement of objectives (SOO) provides the details of technical support to be performed for Arnold Air Force Base (AFB). The objective of this SOO is to provide a survey of invasive plant species at Arnold AFB, Tennessee.

Background

Arnold AFB is located in Coffee and Franklin Counties in Tennessee. The base is home to the Arnold Engineering Development Complex (AEDC), part of the Air Force Test Center and is part of the Air Force Materiel Command (AFMC). Arnold AFB occupies 39,081 acres including the 3,632-acre Woods Reservoir, which contains approximately 26 billion gallons of water. Woods Reservoir provides cooling water for facilities in the industrial area. Cultivated and natural forest habitats comprise 26,368 acres of Arnold AFB. Cultivated pine forests total 5,024 acres; hardwood forests comprise the remaining 21,344 forested acres on base. Barrens restoration has been initiated on 4,369 acres. The remaining acres of the installation are occupied by wildlife food plots, agricultural out leases, buildings/ structures, mowed/bush hog areas, and other open areas (e.g., landfills, roads, etc. Installation lands contain a variety of plant communities, including wetlands and habitats that support rare, threatened, and endangered species. The base primarily uses prescribed burns and herbicide applications to further eradicate and control the spread of invasive plants. The focus of this requirement is to survey invasive plant species within plant communities on Barrens restoration units (Figure 1).

General Objectives

The purpose of this work is to:

1. In coordination with Arnold AFB Natural Resources, identify specific locations where surveys will be conducted.

2. Provide a current assessment of the presence/absences and extent of exotic and invasive species.

3. Evaluate the effectiveness of the current invasive species treatment and provide updated recommendations to inform future management decisions.

4. Provide a survey summary that includes identifying species found, mapping, and quantifying invasive species by percent cover. This allows for tracking trends, assessing management effectiveness, and reporting results.

DRAFT

5. Provide a treatment recommendation that includes timing and methodology, including product as appropriate.

Duration

The duration of this work will be 1 Base Period.
