About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking contractors to Engineer, Design, Furnish, Install, and Test (EDFI&T) an Intrusion Detection System for a Sensitive Compartmented Information Facility (SCIF) at New Boston Space Force Station. The procurement requires a comprehensive IDS solution that integrates with the existing Vindicator alarm system and provides detection and annunciation capabilities to protect against various physical ground threats. Key requirements include full compliance with UL Standard 2050, DAFI31-101_DAFGM2023-01, and IC Tech Spec for ICD/ICS 705, along with 128-bit encrypted communication between the panel and monitoring station verified by NIST certification. The system must include essential components such as a PCU (v-5 or 7 panel), one 360-degree motion sensor, and one high security switch II, with all contractor personnel required to be US Citizens. This Request for Information (RFI) has a response deadline of June 24, 2025, and is being used for market research to assess vendor capabilities and determine contract structure.

No set-aside designation has been applied to this opportunity, though the government indicates they are currently determining whether this will be structured as a small business set-aside contract. The RFI does not identify any incumbent contractors or current service providers for this specific installation. No budget ranges or award values are specified in the pre-solicitation notice or supporting documentation. The project encompasses five distinct phases including Design, Installation, Training, Testing, and Sustainment, with requirements for 24-hour continuous emergency power operation and scalability to accommodate 20% additional alarm point capacity. The system must achieve accreditation either on AFNET or as an independent system, and the contractor must provide comprehensive cybersecurity measures throughout the installation process.
