About this opportunity

The Defense Logistics Agency (DLA) Energy is preparing to issue a solicitation for into-plane and reserve storage services for vendor-owned JA1 aviation fuel at Brisbane International Airport (YBBN) in Queensland, Australia. This acquisition supports the Into-Plane/Purchase Program 1.2P PACOM (Overseas) requirement and will be conducted as a full and open competition for all qualified vendors. Prospective offerors must be registered and active in the System for Award Management (SAM) and demonstrate operational capability to deliver uninterrupted into-plane services and reserve fuel storage at YBBN, including supplementary storage capacity within a 500-kilometer radius. Vendors must utilize pre-existing reserve storage capabilities at or near Brisbane Airport, as no other solutions will be accepted. The official solicitation is expected to be released no later than July 7, 2025, with responses due by July 8, 2025, and the government reserves the right to conduct pre-award surveys during the evaluation process.

This procurement opportunity does not include any set-aside designations and no incumbent contractors are identified in the pre-solicitation notice. The contract encompasses two primary service components: 780,000 US gallons of into-plane services and 7,800,000 US gallons of reserve storage capacity for JA1 aviation fuel. The anticipated performance period spans five years, from August 7, 2025, through August 6, 2030, providing a substantial long-term commitment for fuel services at this strategic Pacific location. While specific contract values are not disclosed in this pre-solicitation notice, the significant fuel quantities and multi-year performance period suggest this will be a substantial procurement opportunity. Offerors may be required to provide certificates of analysis, safety data sheets, commitment letters from servicing fixed-base operators if applicable, and disclosure letters regarding contractor team arrangements as part of their proposal submissions.
