About this opportunity

This Special Notice from the U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award a contract under FAR Part 13 for Into-Plane Delivery of Aviation Fuels to support JPATS operations at the McCarran International Airport in Las Vegas, Nevada. JPATS estimates purchasing approximately 125,000 gallons of Jet A fuel from the only available source, Eagle Aviation Resources Ltd / dba Atlantic Aviation, located within the FBO at the airport.

The purpose of this Special Notice is to determine whether to conduct a competitive procurement for the estimated 125,000 gallons of Jet A fuel needed to support JPATS operations in Las Vegas from October 1, 2021 through September 30, 2022. Interested contractors must respond with their capabilities and ability to meet the fuel delivery requirements by 12:00 pm ET on August 12, 2021. As the Notice states that Atlantic Aviation is the only source reasonably available, the eligibility criteria indicates the contract will likely be awarded non-competitively based on the responses received. No other details or programs are described.

Notice text

The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award under the authority of FAR Part 13 for Into-Plane Delivery of Aviation Fuels.  JPATS estimates purchasing approximately 125,000 gallons of Jet A fuel from Eagle Aviation Resources Ltd / dba Atlantic Aviation, 275 E. Tropicana Ave., Las Vegas Nevada 89169.   The JPATS – Las Vegas operational site is currently located within the Fixed Base Operator (FBO) area of Atlantic Aviation, on the general aviation side of the McCarran International Airport.   Atlantic Aviation is the only source reasonably available and has the unique capabilities that satisfy the agency.  Awarding to any other vendor would result in unacceptable delays, added costs and pose security risks.  The period of performance will be from October 1, 2021 – September 30, 2022.  This notice is neither a request for competitive proposals nor a solicitation of offers.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement will be based upon responses to this notice and is solely within the discretion of the Government.   Interested and capable sources should respond to the POC, providing your capabilities and a brief synopsis of your ability to meet the support required not later than 12:00 pm (noon) ET, August 12, 2021.  The Government will not be responsible for any costs for producing and e-mailing capability packages.
