About this opportunity
The Defense Finance and Accounting Service (DFAS) is procuring comprehensive interpreting services for deaf and hard of hearing employees at their Cleveland office through solicitation HQ042325QE090. The contract requires sign language interpreting services both onsite and virtually using platforms like Microsoft Teams, with interpreters who must be certified by organizations such as the Registry of Interpreters for the Deaf and demonstrate fluency in American Sign Language, Pidgin Sign English, and Conceptually Accurate Signed English. Contractors must maintain scheduling staff located in Ohio, provide interpreters with industry-specific knowledge, and comply with Section 508 accessibility requirements and professional conduct standards. The government will evaluate quotations based on two factors, with Past Performance being more important than Price, and vendors must provide up to three recent and relevant contracts from the last three years with detailed questionnaires. Questions are due by 12:00 PM EST on September 1, 2025, with quotations due by 12:00 PM EST on September 8, 2025.
This procurement is designated as a Total Small Business set-aside under NAICS code 541930 with a small business size standard of $22.5 million, and no current incumbent contractor is identified in the documentation. The contract structure includes a one-year base period beginning October 1, 2025, followed by four additional one-year option periods, potentially extending through September 30, 2030, with a total contract value ceiling of $22.5 million. Each contract period requires an estimated 400 billable interpreting hours annually, though the government reserves the right to increase or decrease hours based on mission requirements without guaranteeing the estimated quantities. Services will be performed at the DFAS Cleveland Center located at 1240 E. 9th Street, Cleveland, Ohio, with assignments billed at a minimum of two hours and additional time invoiced in half-hour increments. The government intends to award a single Firm Fixed Price Purchase Order to one responsible vendor whose quotation represents the best value.
