About this opportunity

The Drug Enforcement Administration (DEA), part of the Department of Justice, has issued a Special Notice regarding their intent to procure interoperability equipment and cables through a sole source acquisition. The agency plans to negotiate directly with JPS Interoperability Solutions, Inc., located in Raleigh, North Carolina, for the acquisition of specialized JPS interoperability equipment and cables. This notice falls under NAICS code 334290 for Other Communications Equipment Manufacturing and PSC category 7G20 for IT and Telecom Network Analog Voice Products. The DEA anticipates awarding a firm-fixed price purchase order and will conduct the acquisition using FAR Part 13 Simplified Acquisition Procedures. The procurement is classified as a civilian agency acquisition with no set-aside designation applied.

The primary purpose of this Special Notice is to inform the vendor community of the DEA's sole source procurement intentions while providing an opportunity for other capable vendors to challenge this approach. Contractors who believe they can meet the government's requirements may submit capability statements by September 27, 2025, at 10:00 AM Eastern to Kenny.J.Douangmala@dea.gov for the agency's consideration. The notice explicitly states that this is not a request for competitive quotation and no Request for Quotation will be available. Vendors must demonstrate their ability to provide equivalent interoperability equipment and cables that meet the DEA's specific operational requirements. The government reserves sole discretion in determining whether to open the requirement to competition based on received capability statements, and will post the Justification for Sole Source 14 days after contract award as required by federal regulations.
