The notice, posted on January 27, 2025, with a response deadline of February 7, 2025, is related to a telecommunications service requirement for the Turner-Fairbank Highway Research Center (TFHRC). The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.501(a), which allows for sole source awards when only one source is reasonably available. The specific procurement involves obtaining an Internet2 "Layer 3" Gigabit Point of Presence in the Mid-Atlantic region. The contract falls under the Telecommunications Resellers NAICS category (517121) and the IT and Telecom Network Services PSC category.

The primary objective of this Special Notice is to establish a critical network connection for TFHRC's research initiatives in highway safety. While the notice is not soliciting competitive proposals, interested parties may submit descriptions of their capabilities to demonstrate potential to satisfy the requirement. The agency emphasizes that any submitted information will only be considered in determining whether a competitive procurement is necessary. Potential contractors should note that the sole source justification is based on the unique requirements of maintaining the Internet2 Network connection for mission-critical research purposes. Contractors interested in understanding the specifics of the requirement are encouraged to review the notice carefully and submit their capabilities if they believe they can meet the agency's specialized network connectivity needs.
