About this opportunity
The Department of State's U.S. Embassy Singapore is seeking internet services through a competitive procurement process available to all responsible sources. This pre-solicitation notice indicates that the formal solicitation will be posted on the System for Award Management (SAM) website at a future date, and interested vendors are encouraged to monitor SAM.gov for the official request for proposals. Prospective offerors must be registered in SAM prior to submitting an offer and should complete registration immediately if interested. The resultant contract will be a firm fixed price type, and the Government may award the contract based on the initial offer without discussion, meaning competitive discussions may not occur. All contractors must possess the required local licenses, permits, and authorizations to operate legally in Singapore and comply with all applicable local labor, safety, and tax laws prior to contract performance.
This procurement involves no set-aside designations, meaning it is open to unrestricted competition. The anticipated performance period consists of a base year with one optional one-year renewal period that the Government may exercise at its discretion. No incumbent contractor information or specific award values are identified in this pre-solicitation notice. The contract will include the DOSAR clause 652.242-73 (Authorization and Performance) and will allow for electronic submission of responses. Prospective quoters must demonstrate their ability to comply with all Singapore legal and regulatory requirements, including registering with the Accounting and Corporate Regulatory Authority (ACRA) and the Inland Revenue Authority of Singapore (IRAS), prior to contract award.
