About this opportunity

The Department of State's U.state Embassy in Nioan, Niger is seeking internet services through a Request for Quotations (RQ) that requires two specific types of connections. The solicitation seeks a telecommunications provider to deliver a dedicated OpenNet-VPN channel with minimum 58-78 Mbps bandwidth and a Dedicated Internet Network (DIN) channel with minimum 30 Mbps. The contract has strict technical requirements including symmetrical internet connections, fault tolerance, HSRP protocol, and at least sixteen public internet routable addresses. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without further discussions with offerors. Key dates include a pre-quotation conference on July 15, 2025, at 10:00 AM local time at the U.S. Embassy Niamey (requiring contact by July 11, 2025 for building entry), and a final quotation deadline of August 8, 2025, at 17:00.

This procurement does not utilize any small business set-aside programs and the contract is structured with a base year and four option years featuring incrementally increasing bandwidth requirements. The total estimated contract value is projected at 133,674,540 XOF, and services will be performed in Niamey, Niger. Offerors must meet strict requirements including registration in the System for Award Management (SAM), submission of SF-1449 form, IRS Form W-14 for foreign contractors, and completion of comprehensive Cybersecurity Supply Chain Risk Management (C-SCRM) documentation. All quotations must be submitted electronically in specific file formats (MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF) with individual file sizes not exceeding 30MB. The solicitation emphasizes compliance with Federal Acquisition Regulation provisions and requires proof of SAM registration, with failure to register potentially deeming an offeror's proposal non-responsible.
