About this opportunity
The Internal Revenue Service, Large Business & International Division, is conducting market research on capability to develop and deliver an international tax modeling tool, with RFI responses due July 17, 2026. This is a Request for Information only and does not obligate the Government to award a contract or issue a future solicitation. The IRS seeks a software solution enabling personnel to model and analyze the application of international tax provisions under the Tax Cuts & Jobs Act of 2017, the One Big Beautiful Bill Act of 2025, and pre-existing tax law, alongside comprehensive support services including user training, ongoing maintenance, and eventual operational integration.
The solution must integrate tax return data through XML ingestion, enable evaluation of tax impacts and taxpayer planning strategies, and comply with taxpayer confidentiality requirements under IRC 6103. The IRS is seeking industry input on development timelines, staffing resources, concurrent user capacity, data storage architectures, and FedRAMP authorization status. Vendors must also provide recommended pricing and contract structure guidance—selecting between Firm-Fixed-Price, Labor-Hour, or Time-and-Materials—and estimate total costs including recurring annual expenses.
Responses must include the completed Vendor Response Template (Attachment 1), a one-page company capabilities statement, and an optional two-page software specification brochure, all submitted as PDF (minimum 11-point font, not exceeding 10 MB total) to Ana Rollins (Management Analyst) via email. The Government's acquisition strategy, including potential contract vehicles (SAM.gov, NASA SEWP, GSA), remains undetermined pending market research results.
