Released May 26, 2026, with responses due July 17, 2026 at 12:00 PM EST, the RFI seeks industry capabilities to develop a secure, IRS-compatible software solution for modeling and analyzing international tax provisions under the Tax Cuts & Jobs Act of 2017, the One Big Beautiful Bill Act of 2025, and prior law. The solution must enable IRS personnel to evaluate tax impacts and taxpayer planning strategies, integrate tax return data through XML ingestion, and comply with taxpayer confidentiality requirements under IRC §6103. The RFI number is 26-22-APMO, with primary contact Ana Rollins (Management Analyst) and secondary contact Iman Street (Staff Assistant) at the IRS.

Responses must be submitted via email as a completed Vendor Response Template (Attachment 1) along with a one-page company capabilities statement and optional two-page software specification brochure, all in PDF format with minimum 11-point font, not exceeding 10 MB total file size. The RFI requests detailed capability information including international tax expertise, software development experience with tax modeling tools, flexibility across diverse taxpayer profiles, service locations, development timelines, staffing requirements, concurrent user capacity, data storage options, FedRAMP authorization status, XML data ingestion capabilities, implementation and deployment processes, recommended pricing and contract structures, and estimated total costs including recurring annual costs. The Government's acquisition strategy has not yet been determined, with potential posting on SAM.gov, NASA SEWP, and GSA. Description of Contemplated Services The Department of the Treasury, Internal Revenue Service (IRS), on behalf of the Cross Border Activities (CBA) Practice Area within the Large Business & International Division, is seeking information from industry on the capability to deliver a software solution that enables IRS personnel to model and analyze the application of international tax provisions under the Tax Cuts & Jobs Act (TCJA) of 2017, the One Big Beautiful Bill Act of 2025 (OB3), and pre-existing tax law.

The scope includes not only development and delivery of the tool, but also comprehensive support services such as user training, ongoing maintenance, and eventual integration of the solution into IRS operations.

Acquisition Strategy The Government’s acquisition strategy has not yet been determined. This RFI will be posted on multiple platforms, including SAM.gov, NASA SEWP, and GSA. Where appropriate, the Government prefers the use of established Government-wide acquisition vehicles.

Individual responses to firm inquiries will not be provided. Any answers to questions or additional acquisition information will be released through updates to this RFI posting.

RFI Instructions Firms who are registered on multiple platforms do not need to respond on every platform, but they may submit extra responses across platforms if they wish.

1) Submit your responses into the Vendor Response Template attachment 1 (do not alter the template).

2) Attach your company’s capabilities statement (Adobe Portable Document Format (PDF) compatible, 1-page limit, minimum 11-point font size).

3) Additionally, as applicable, attach your software specification brochure (Adobe PDF compatible, 2-page limit, minimum 11-point font size).

RFI responses must be submitted via email to the primary point of contract and secondary point of contact listed herein this RFI by the response date. The email has a maximum file size capacity of 10 Megabytes (MB).

Part I Company Profile Information - IRS seeks company profile information about the firms that provide services positioned to address the requirements discussed above.
