About this opportunity

The Export-Import Bank of the US seeks to establish multiple blanket purchase agreements for worldwide loan recovery assistance, with quotations due August 31, 2026 and questions due August 17, 2026. The procurement is a multiple-award vehicle covering up to eight awardees, with an estimated ordering amount of approximately $7.5 million per vendor over a five-year period (extendable by six months) and no minimum guarantee.

Place of performance is worldwide. The NAICS code is 541110 (Offices of Lawyers); the PSC is R418 (Support-Professional: Legal). The contractor must provide collection, servicing, legal, and recovery services including borrower negotiations, asset searches, due diligence activities, site visits, litigation management, and extrajudicial collection efforts related to defaulted loan obligations under EXIM Bank's credit guarantee and insurance programs. All work must be performed by qualified, licensed professionals in applicable jurisdictions. Vendors must identify specific countries where they can perform and demonstrate local legal and operational capabilities.

Pricing comprises two line items: CLIN 0001, a firm-fixed due diligence fee (per case), and CLIN 0002, a contingency fee as a percentage of recovered assets, paid only upon successful recovery. Vendors propose contingency fee percentages at BPA establishment for evaluation purposes; detailed pricing is required at the call/order level with 2–5 business day turnaround. Contractors must submit fully burdened pricing unless otherwise identified. Past Performance criteria were updated by Amendment 0001 effective August 20, 2026 to require demonstration of at least two completed or ongoing U.S. Federal Government projects involving successful recovery, enforcement, or collection activities in each proposed country, performed as prime contractor. Evaluation uses a best-value tradeoff approach weighing Technical & Management Approach (including geographic coverage) and Past Performance as more important than Price. Vendors must be registered in SAM.gov. Quotations must be submitted electronically to travis.finkle@exim.gov.
