About this opportunity

The Department of Homeland Security Office of Procurement Operations is preparing to procure ISO 9001:2015 recertification and surveillance audit services for the National Urban Security Technology Laboratory (NUSTL) to maintain its current certification, with an RFI due August 3, 2026, and certification recertification required by August 30, 2026.

The scope spans three years and includes one recertification audit in 2026 (scheduled for the week of August 24–28) and one surveillance audit each in 2027 and 2028, with all audits to be completed by August 30 of their respective years. NUSTL, located at 201 Varick Street, New York, New York, operates two core service lines: testing and evaluation of homeland security technologies for the national first responder community, and research and development focused on radiological and nuclear event preparedness. The facility currently employs 43 people.

Contractors must demonstrate at least one year of experience auditing federal laboratories and quality management systems; understanding of the differences between R&D and T&E as separate service offerings; proficiency in service-driven (not manufacturing-focused) auditing practices; and preferably scientific background with nuclear safety experience. The lead auditor must hold ISO 9001 Certified Lead Auditor certification and accreditation. Contractors must provide system access for NUSTL to review certification documentation and status, supply auditor resumes, and supply detailed information on certification transfer processes.

Responses to the RFI must not exceed three pages, use 12-point Times New Roman font in Microsoft Office applications, and address company information, socio-economic status, relevant NAICS codes, points of contact, qualification details, current government contracting vehicles, prime contractor interest, and auditor resumes. Direct submissions to Contracting Officer Jason Rios (jason.rios@hq.dhs.gov) and Contract Specialist Dorothy Woolfolk (dorothy.woolfolk@hq.dhs.gov).
