About this file

This is a Request for Information (RFI) issued by the Department of Homeland Security Science and Technology Directorate seeking market research on ISO 9001:2015 certification audit services for the National Urban Security Technology Laboratory (NUSTL).

NUSTL requires audit services to maintain its ISO 9001:2015 Certified Laboratory Single Site – Single Certificate, with the current certification expiring August 30, 2026. The scope includes one recertification audit scheduled for the week of August 24–28, 2026, one surveillance audit in 2027, and one surveillance audit in 2028, totaling three years of services. The audit scope covers research and development services and testing, evaluations, and operational assessments of security technologies for the national first responder community. Interested firms must demonstrate at least one year of experience auditing federal laboratories, business practices, and quality management systems; understanding of the differences between R&D and T&E work; expertise in service-driven outputs and auditing practices rather than manufactured goods; and must provide a lead auditor certified as an ISO 9001 Certified Lead Auditor.

Responses are due no later than August 3, 2026, and must not exceed three pages submitted via Microsoft Office applications in 12-point Times New Roman font. Submissions should address company information, socio-economic status, relevant NAICS codes, points of contact, qualifications addressing the capability areas, current government contracting vehicles held, prime contractor interest, and auditor resumes. The government will not pay response costs, will not return submissions, and explicitly does not request proprietary information. Responses should be directed to Contracting Officer Jason Rios (jason.rios@hq.dhs.gov) and Contract Specialist Dorothy Woolfolk (dorothy.woolfolk@hq.dhs.gov).
