About this opportunity
The Defense Threat Reduction Agency (DTRA) issued a Limited/Sole Source Justification Notice on March 13, 2026, for the continued operations and maintenance of the International Monitoring System (IMS) Waveform monitoring stations under the Nuclear Arms Control Technology program in support of the Comprehensive Test Ban Treaty. The contract, awarded to the Geophysical Institute at the University of Alaska Fairbanks (UAF) under contract number HDTRA121C0030, requires the contractor to operate and maintain infrasound stations, provide logistics support and sustainment for U.S. IMS infrastructure, and deliver waveform engineering expertise and research and development support. DTRA justified the non-competitive award under 10 U.S.C. 3204(a)(3)(b) to maintain essential engineering and research and development capabilities, particularly given the specialized expertise required for these critical national security monitoring systems. The bridge action extends performance through July 31, 2026, with two additional four-month option periods available through March 31, 2027, while a follow-on competitive Request for Proposal is scheduled for release on March 15, 2026, with an anticipated award date of July 24, 2026. While the specific contract value is not disclosed in the notice, fair and reasonable pricing will be assessed through comparison with historical contract data and cost analysis. The contractor's responsibilities encompass preventive and corrective maintenance, system and sensor calibrations, communications troubleshooting, spare parts management, hardware and software upgrades, and recapitalization planning for the U.S. segment of the IMS monitoring network.

DTRA is the Department of Defense (DoD) executive agent for the Nuclear Arms Control Technology (NACT)
program which supports one of the six safeguard assurances associated with the original US Senate
ratification effort for the 1996 Comprehensive Test Ban Treaty (CTBT). The NACT program manages,
operates, and sustains the majority of the US segment of the International Monitoring System (IMS) monitoring
stations for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). DTRA requires the continued
uninterrupted operations and sustainment of all of the US IMS waveform monitoring stations managed by the
NACT Program.
Awarded contract HDTRA121C0030 to unknown vendor for unknown amount on 2026-03-12.
