About this opportunity

The Defense Threat Reduction Agency (DTRA) issued this Limited/Sole Source Justification Notice for the International Monitoring System (IMS) Waveform Operations and Maintenance contract, which provides ongoing operations, maintenance, engineering support, and research services for 13 U.S. monitoring stations that support nuclear treaty verification under the Comprehensive Test Ban Treaty Organization (CTBTO). The contract was awarded to the University of Alaska Fairbanks (UAF) University Affiliated Research Center, specifically the Wilson Alaska Technical Center Geophysical Institute, under the authority of 10 U.S.C. 3204(a)(3)(b), which permits sole source awards to maintain essential engineering, research, and development capabilities. The justification emphasizes that UAF possesses unique competencies, specialized facilities, and over a decade of operational experience necessary to sustain this critical national security function without interruption, making it the only source capable of immediately performing the requirements without an extended training period. The original contract was valued at an estimated $4.5 million annually for the base year plus four option years, totaling $28.3 million, with Amendment 1 extending the contract period through July 31, 2026, plus two additional four-month option periods potentially extending through March 31, 2027. Services include station maintenance and repairs, hardware and software upgrades, system calibrations, spare parts management, lease agreement management, and specialized waveform engineering support for the infrasound monitoring stations.
