About this opportunity
The Department of Agriculture Forest Service Region 3 (Southwestern Region) seeks technical support services to strengthen forest health monitoring and stakeholder engagement in Puerto Rico and the U.S. Virgin Islands, with proposals due May 19, 2026. The procurement is a total small business set-aside under a firm-fixed-price contract.
Place of performance is San Juan, Puerto Rico (369 Calle San Claudio Frnt). The contractor will support the Forest Health and Protection Program across three primary goals: increase forest monitoring through field coordination and trend analysis; develop forest health goals and local needs assessment through training needs evaluation, curriculum development, and delivery of two technical workshops; and sustain stakeholder relationships through symposium planning, quarterly meetings, and networking. The contract covers a 12-month base year plus two optional 12-month periods.
The key personnel requirement specifies a Forest Health Program and Training Specialist holding a master's degree in biology, forestry, or related field, with technical expertise in Puerto Rico and U.S. Virgin Islands ecosystems, bilingual English/Spanish proficiency, and field work capability. The NAICS code is 541690, Other Professional Services, with a small business size standard of $19 million. Service Contract Act wage determinations apply (Wage Determination No. 2015-5707), requiring fringe benefits of $5.55 per hour for health and welfare, three weeks paid vacation after one year, and 12 paid holidays annually. Offerors propose all additional staffing and resources necessary to accomplish required tasks. Technical factors are significantly more important than price in evaluation. Amendment 0001, posted May 14, 2026, posted Q&A responses; acknowledgment of receipt is required prior to submission.
