About this opportunity

The Naval Supply Systems Command Fleet Logistics Center San Diego has issued a Special Notice of Intent to Award a Sole Source Contract for the International Fire Service Training Association (IFSTA) Fire and Emergency Services eLibrary. The agency intends to award a commercial sole source contract to Oklahoma State University under FAR 13.501 and FAR 6.302-1, with a total contract value of $12,000 for a single eLibrary license. This is a non-personal services Firm Fixed Price contract structured with a 12-month base period beginning August 1, 2025, and four consecutive 12-month option periods extending through July 2030. The procurement is justified as sole source because Fire Protection Publications at Oklahoma State University holds exclusive proprietary rights to produce, sell, and distribute the IFSTA eLibrary service. The contracting officer has determined this falls under simplified acquisition procedures for contracts under $250,000.

The primary objective of this contract is to provide up to 465 Fire and Emergency Services personnel across Commander, Navy Region Southwest with 24/7 online access to firefighting learning materials necessary for full performance level certification requirements and promotional preparation. The eLibrary will contain current firefighting manuals, e-books, training materials, and videos, with no personal information required and no download capabilities to protect government assets. Interested responsible sources may submit capability statements via email to yesica.l.burrill.civ@us.navy.mil by July 22, 2025, at 11:59 p.m. PST, though this notice is not a request for competitive quotes or proposals. The government will consider submitted information solely to determine whether to conduct a competitive procurement, with the final decision to compete or not compete remaining entirely at the government's discretion. Service delivery must be completed within 30 days after contract award, addressing challenges such as limited materials, outdated information, and geographical barriers that currently hinder F&ES personnel training and development.
