About this opportunity
The National Park Service Denver Service Center is conducting a Request for Qualifications for Architectural and Engineering Services across the Intermountain/Pacific West Region, with qualifications due by June 24, 2026 at 12:00 PM Mountain Time. This is a Total Small Business set-aside under NAICS 541330 (Engineering Services) with a combined $150,000,000 contract pool awarded to at least three qualified firms on a Multiple Award Task Order Contract IDIQ basis; the opportunity is open to all qualifying small businesses, not restricted to existing regional MATOC holders.
The five-year contract covers pre-design, schematic design, design development, construction documents, planning and compliance, cost estimating, permitting, project scheduling, construction observation, and commissioning services for projects in Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, Wyoming, California, Hawaii, Oregon, Washington, and Alaska. Firms must demonstrate five to ten similar projects completed within seven years, relevant past performance within seven years, capacity for multiple concurrent projects, and extensive geographic knowledge of coverage areas. Required key personnel disciplines include registered architects and engineers in architecture, landscape architecture, civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary, and structural engineering. Firms must hold valid or obtainable professional licenses in applicable states within 30 days of task order issuance and demonstrate sustainable design abilities through LEED-certified or equivalent federal high-performance projects.
Qualifications must use GSA SF-330 (Revision 7/2021) with Section H limited to 40 pages and individual resumes to three pages. Past performance documentation requires either CPARS ratings or completion of the provided Past Performance Questionnaire template. Questions are due by May 8, 2026. Email submissions to Edwin_Berry@ios.doi.gov must not exceed 2GB. Each contract carries a $5,000 guaranteed minimum with firm-fixed-price terms under FAR Part 36.6 (Brooks Act).
