About this file

This is a Questions and Answers document for National Park Service (NPS) Solicitation Number 140P2026R0067, an Intermountain/Pacific West Region Architectural and Engineering (A&E) Services IDIQ contract. The solicitation is a Total Small Business Set-aside under NAICS Code 541330 (Engineering Services) with a combined contract pool of $150,000,000 to be shared among multiple awardees. The opportunity is open to all qualified firms, not exclusively to current holders of regional MATOC contracts. Firms must be able to demonstrate both architectural and engineering capabilities, with projects likely involving contemporary and historic architecture services across the Intermountain and Pacific West regions. The revised submission deadline is June 24, 2026, at 12:00 PM Mountain Time. Responses must use the official GSA SF-330 form with no modifications to its format, though compliant Word versions converted from the official PDF are acceptable. Section H has a 40-page maximum, and individual resumes are limited to three pages and submitted within Section E.

Key submission requirements include demonstrated experience with completed projects from the past seven years, valid or obtainable professional licenses (PE or relevant discipline licenses) in applicable states within 30 days of task order issuance, and resumes for all key personnel in required disciplines: Architecture, Landscape Architecture, Civil, Electrical, Environmental, Fire Protection, Geotechnical, Mechanical, Sanitary, and Structural Engineering. Past performance documentation requires either CPARS ratings or completion of the provided Past Performance Questionnaire template, though PPQs submitted without corresponding CPARS reports will be noted as incomplete. Firms must demonstrate sustainable design abilities through LEED-certified projects or equivalent federal high-performance/sustainability experience such as Guiding Principles compliance or Green Globes certification. Documentation of professional licenses, advanced degrees, and industry credentials should be stated in Block 17 of Section E resumes. Email submissions must not exceed 2GB and may be split across multiple emails if necessary, with file-sharing links acceptable as backup if email delivery fails.

Sheet1 NPS IDIQ Intermountain & Pacific Region Solicitation Number: 140P2026R0067

Question: Answer:

Are only firms that currently hold a Midwest Region (SER) A&E MATOC IDIQ eligible to submit on this RFQ when it comes out? The first sentence under I. REQUIREMENT DESCRIPTION is somewhat confusing me. No, All are welcome to participate, if you meet the requirements of the solicitation

The NAICS Code is 541330 – Engineering Services, but the second paragraph under I. REQUIREMENT DESCRIPTION states that “firms selected for contract award(s) will predominantly be architecture firms with in-house and/or subcontracted multi-disciplinary architectural and engineering support. Most services to be performed under these contracts will generally be specializing in contemporary and/or historic architecture.” Can you confirm that the NAICS Code and the description is appropriate for this pre-solicitation? NAICS Code is 541330 is correct

The solicitation states that this is a Total Small Business Set-aside, which we are and limits us to $25.5 million in revenue each year. Can you confirm that under V. CONTRACT PERIOD that the contract pool (for all) is $150,000,000. This seems large for a Total Small Business Set-aside, as our last NPS IDIQ contract (140P8519D0005) was for $8,000,000. Can you confirm the value of the contract pool? Pool is correct. Multiple awards will be made for this pool and the capacity will be shared amongst all firms.

Does NPS require completed project examples from consultant disciplines, in addition to our 5-10 Section F project examples as the Prime? Other projects may be submitted demonstrating experience using the attachment.

The NAICS Code for this request for qualifications is for Engineering Services, however architectural services are noted throughout the request. Please confirm this MATOC is intended for both architectural and engineering services. It is intended for both engineering and architectural.

• Will the government please confirm the due date of Sunday, June 21st? June 24, 2026 is the new due date

• The solicitation states that offerors must have or be able to obtain licensure of each applicable state at the task order level. Is this requirement referring to PEs or something more specific? Typically PE's or any discipline that would require a license.

• Will the government please confirm that a sanitary engineer is the same as a wastewater engineer? These rolse a closely related but not the same.

• For past performance, where CPARS is not available, the government requires offerors to complete the attached Excel document. There is also an attached PPQ. Do offerors need to complete both the Excel document and have PPQs completed for all projects in Section F that do not have CPARS ratings? Not required, but reviewer will not be able to determine the success of a project listed on the excel document.

• Under Factor 3- Capacity, will the government please define “short notice”? Sometimes RFQ responses will require shorter turn arounds. Less than a week.

• Under Factor 4- Geographic Location, will the government please define “secondary geographic areas”? All other states, but typically this does not occur.

Page 1, I. Requirement Description, first sentence states “Midwest Region (SER)” should this be “Intermountain/Pacific West Region (IMR/PWR)”? Yes, I. Requirement Description is changed, please see attached updated RFQ.

Page 1, I. Requirement Description, second sentence states “locations throughout the Southeast” should this be “locations throughout the Intermountain and West”? Yes, I. Requirement Description is changed, please see attached updated RFQ.

Page 1 of the RFQ indicates that the procurement is being solicited as a Total Small Business Set-aside with a NAICS Code of 541330 (Engineering Services). However, the guidance directions and the last column of Attachment 3 indicate we are to provide relevance to NAICS 541310 (Architectural Services). Which NAICS is appropriate for this opportunity – 541330 or 541310? NAICS 541330 is correct. Attachments updated with this amendment.

The RFQ states that firms must use the official GSA SF 330 form “exactly as provided, with no modifications/alterations to the format of the SF 330, or non-standard headers. Any deviation from the standard format may render the submission non-responsive and result in disqualification.” For ease of preparation, we typically use the SF 330 form converted from PDF to Word. Is a more user-friendly Word version acceptable or do we have to use the PDF version downloaded from the GSA website? As long as the SF 330 complies (same format) with the one from GSA it will be acceptable.

Factor 1 states that project examples should be “completed within seven (7) years from this RFQ.” Does the project have to be 100% complete or would the government accept projects were the Design is 60% complete? It says completed.

Can you please confirm that Oklahoma and Texas should be included within the traditional IMR/PWR states? See answer 13.

Can you please confirm the deadline is to be Sunday, June 21st? Updated to June 24

We note that the NAICS code is 541330 Engineering Services, yet the solicitation also states that the contract awards will be “predominantly architecture firms” and refers to inhouse or subcontracted engineering support. Are you able to provide more clarity on this? Projects are likely to be both Architecture and Engineering and firms shall be able to demonstrate both.

The solicitation is for the IMR and PWR, but the states of Texas and Oklahoma are not listed. Was this intentional? See answer 13

Again, the solicitation is for the IMR and PWR, but the state of Alaska is listed. It this correct, as I thought Alaska was it’s own region? See answer 13

The set-aside status is for small businesses associated with NAICS Code 541330 Engineering Services. However, the requirement description states that most services to be performed under these contracts will generally specialize in contemporary and/or historic architecture. The services don’t match the NAICS Code. Either the NAICS Code or the statement of services needs to be corrected. Which is it? See updated RFQ, attached to this amendment.

First paragraph of the Requirement Description on Page 1. The projects are described as being in “locations throughout the Southeast”, and the paragraph also makes reference to services being “under the Midwest Region (SER).” Since this Solicitation seems to be intended for work in the Intermountain / Pacific West Regions, was the reference to the “Southeast” and “Midwest Region (SER)” inadvertent? See answer 13

Can the NPS please clarify what level of professional licensure is required for the Fire Protection Engineering required discipline? Is a PE sufficient? Yes

Can the NPS please clarify what level of professional licensure is required for the Environmental Engineering required discipline? Is a PE sufficient? Yes

The solicitation states that firms must use the GSA SF-330 form as published by the GSA. The solicitation also states that resumes can be up to three pages in length. The GSA SF-330 form allocates only one page per resume. Can firms use their own SF-330 resume template, assuming it complies with the font sizes and margins of the SF-330 as published by GSA? Yes, the form needs to comply with all components of the GSA form.

The solicitation states that firms must use the GSA SF-330 form as published by the GSA. The solicitation also states that Section H can be up to 40 pages in length. The GSA SF-330 form only allocates one fillable page for Section H. Can firms use their own SF-330 Section H template, assuming it complies with the font sizes and margins of the SF-330 as published by GSA? Yes, the form needs to comply with all components of the GSA form.

The solicitation states that firms must use the GSA SF-330 form as published by the GSA. The solicitation also states that all documents must use a font size between 11 and 12-point. There are several GSA SF-330 forms that utilize a default font smaller than 11 or 12-point font. Can the NPS clarify if this 11 or 12-point font applies only to the Section H portion of the SF-330? If GSA form uses different font that is acceptable.

The Past Performance Questionnaire references another Solicitation (No. 140P2026R0039) with a return date of June 26, 2025 to Stormy Gallagher. The RFQ is Solicitation number 140P2026R0067, due June 21, 2026. Please confirm if the attached PPQ form is correct for this solicitation? Is the return date and person correct? Use updated form included with this amendment.

The RFQ states the SF 330 submission is due by 12:00 PM Mountain Time on June 21, 2026, which falls on a Sunday. Please confirm that this due date/time is correct or should be shifted to the next business day? Extended to June 24, 2026.

The RFQ states the team must have at least one person licensed, or able to obtain licensure within 30 days of task order issuance, in each state for each required discipline, and that proof of licensure will be required only at the task-order level. Factor 5, however, asks for verifiable documentation of licenses and credentials. Please clarify what documentation is required in the SF 330 submission and if this is included or not included in the 40-pages for Section H? If a PE has a license in a state it should be documented on the 330. Firms who have licensend personnel will be more favorably rated.

Factor 5 limits each personnel resume to three pages. Please confirm the three-page resumes are submitted in addition to and based on each SF 330 Section E resume? Must the SF 330 Section E format be repeated for each resume? No resumes are part of Section E and should be submitted there.

The RFQ states the maximum email size is 2GB and that offerors must obtain a read receipt or confirmation. Please confirm whether multiple emails are acceptable, if needed? Is a file-sharing link acceptable if email delivery fails? Multiple emails are acceptable.

The RFQ states firms shall validate sustainable design abilities through completed LEED certified construction projects and green building awards. Will the Government allow equivalent federal high-performance/sustainable design experience, Guiding Principles compliance, Green Globes, Envision, or other sustainability credentials where LEED certification was not pursued? Yes, we will take that into consideration

Please confirm the due date of this solicitation, as June 21, 2026 is a Sunday. Can this be adjusted to Monday, June 22? Extended to June 24

We have CPARS for all projects we are submitting in Section F. Do we still need to submit PPQs in addition to this? Firms may choose to do so.

The environmental services requested appear to be more in line with an environmental scientist, not an environmental engineer. Is the resume requirement still for a licensed PE environmental engineer, or would an environmental scientist with appropriate certifications suffice for this role? If the Envinromental Engineer is to be used as a Civil Engineer a PE would be needed.

Could you please clarify whether a resume is required for the Project Manager, or just the key disciplines (Architecture, Landscape Architecture, Civil, Electrical, Environmental, Fire Protection, Geotechnical, Mechanical, Sanitary, and Structural) is sufficient? Also, could you confirm whether we may use up to two pages for the Section F projects? we could not find any stated page limit.Resumes are required for Key Personnel proposed for the contract. Factor 1 has a 40 page maximum
Also, could you confirm whether we may use up to two pages for the Section F projects? we could not find any stated page limit.Factor 1 has a 40 page maximum
The set-aside is listed under NAICS Code 541330 (Engineering Services), with an SBA size standard of $25.5 million. However, the requirement description references the Midwest Region and indicates that firms selected for award will be predominantly architecture firms, supported by in-house and/or subcontracted multi-disciplinary architectural and engineering services.See updated RFQ

Could you please clarify whether this solicitation is intended primarily for engineering firms or architecture firms? Projects awarded under this IDIQ will be both Engineering and Architectural

Licensing: Is there any expectation that offerors already possess active licenses in all primary coverage states at time of the SF330 submission? Some firms may meet this requirement.

Factor 2: Past Performance (CPARs/PPQs) – PPQ Template – Q&A Responses A. Is it expected that the PPQ Template (provided) is completed for ALL project sheets, regardless of whether a CPARs (or alternative PPQ) evaluation exists for those projects? PPQ'scan be submtited for projects that have CPAR's.

B. Should offerors refrain from including CPARs reports entirely (including as appendices), even when available? Example: If our Section F – Project 1 is for a federal client and we have a CPARs – should the PPQ template still be sent to this client and filled out for the project?

If Section F – Project 2 has a completed PPQ that we can attach (but no CPARs) would the Government accept the existing PPQ that we have for the project, o should only the PPQ template provided be used? Do not include CPARs.

The solicitation notes that our SF330 responses are due on 6/21/26 which falls on a Sunday – I wanted to clarify that that is the intended due date for submittals. Extended to 6/24

Regarding notice ID 140P2026R0067, we are seeking clarification on acceptable font size, the SF330 form as downloaded from www.gsa.gov uses a 10-point arial font which cannot be changed. Page 13 of 14 states, “All submitted documents shall use a font size between 11 and 12-point”. May firms use the font size utilized by the SF330 form? GSA font size of 10 is acceptable for SF 330's

Regarding notice ID 140P2026R0067, Factor 5 – Professional Qualifications starting on page 11 of 14, the following is stated, “firms shall provide verifiable documentation demonstrating that their key personnel and support staff hold valid professional registrations (licenses), advanced degrees, and recognized credentials or designations from established industry professional organizations”. Is the government asking firms to submit professional license documentation, degrees, and credentials or is this requirement met by listing this information in blocks 16,17, and 18 of section E resumes? If the government is requesting firms to submit professional license documentation, degrees, and credentials should this information be placed in an appendix created by submitting firms? If not, where would the government like this information placed? This information should be stated on the SF 330 block 17

The set aside status is listed as SBA size of $25.5 million per the NAICS code 541330 Engineering Services. Since we are an architecture firm, would that still apply to us, or would we need to use code NAICS 541310 “Architectural Services” with a size of $13 million? Need to use NAICS 541330.
