About this opportunity

The Department of State Office of Acquisition Management published this Limited/Sole Source Justification Notice for an interim contract extension to provide comprehensive support services to the Haitian National Police (HNP) and the INL/PAP program. The extension of contract 19AQMM22C0072, awarded to Shields Point LLC through the 8(a) small business program, covers a six-month period from August 29, 2025 to February 28, 2026, structured as a three-month base period with a three-month option period. The services include deploying Subject Matter Expert Advisors and United Nations Police Advisors, delivering logistics support to HNP facilities, implementing special projects to strengthen institutional capacity, and providing life and mission support services to the in-country Program Management Office. The sole source justification is based on urgent national security needs, political instability in Haiti, and delays in the acquisition process caused by an Executive Stop Work Order. While specific award values are not disclosed in the notice, the contract operates under a hybrid pricing model with firm-fixed price labor and cost-reimbursement for other direct costs. The government plans to issue a competitive 8(a) solicitation on September 1, 2025, with proposals due October 3, 2025, and a targeted award date of November 28, 2025.
