About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure an Interface Unit, Communication (COMM) through a Foreign Military Sales (FMS) spares procurement for Canada, Germany, and South Korea. The solicitation involves a P8 Commercial off-the-shelf (COTS) item to be awarded using competitive lowest price technically acceptable (LPTA) procedures. Potential offerors must submit quotes via email by 4:30 PM EST on January 30, 2025, with early and incremental deliveries being acceptable. The procurement will utilize NAICS Category 334290 for Other Communications Equipment Manufacturing and PSC Category 7G20 for IT and Telecom Network Analog Voice Products. Quotes will be evaluated based on technical acceptability and pricing, with the contract to be awarded to the lowest-priced technically acceptable offeror.

The solicitation does not include any specific set-aside designations and covers multiple subclines (0001AA, 0001AB, 0001AC) with different point of contact personnel. The contract includes various standard federal procurement clauses covering areas such as item unique identification, quality requirements, delivery instructions, and warranty provisions. The warranty period is specified as 365 days after delivery of the unit, with a 45-day window for defect reporting. While specific award value is not explicitly stated, the solicitation indicates potential complexity through multiple regulatory compliance requirements. The procurement is specifically designed for international military partners, with contact details provided for Navy personnel managing different subclines of the potential contract.
