About this opportunity
The Department of the Air Force Materiel Command is seeking market research for an Intercontinental Ballistic Missile (ICBM) Secondary Launch Capability project. The Sources Sought Request for Information (RFI) aims to identify contractors capable of developing, designing, testing, installing, and supporting Launch Command and Control Equipment (LCCE) and communication equipment for the E-6B "Mercury" aircraft. The primary objective is to replace the existing Airborne Launch Control System (ALCS) and provide a survivable alternate launch capability for Minuteman III (MMIII) and LGM-35A Sentinel missiles. Contractors must demonstrate the ability to design modular equipment compatible with multiple platforms, incorporate cryptographic units, and support key distribution centers at USSTRATCOM, Vandenberg Space Force Base, and Hill Air Force Base. Unclassified responses are due by June 4, 2025, and must be limited to 10 pages, with the government specifically interested in gathering comprehensive market research information.
The pre-solicitation notice does not indicate a specific set-aside, though it expresses interest in small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The project falls under the NAICS category 336414 for Guided Missile and Space Vehicle Manufacturing and PSC category 1420 for Guided Missile Components. While no specific award value or budget range is mentioned, the comprehensive scope suggests a significant multi-year contract involving development, testing, low-rate initial production, and interim contractor support. The project will require extensive system integration work, including development of Navy System Integration Lab (SIL) equipment and associated training devices. Potential contractors should note that this RFI is for market research purposes only and does not constitute a commitment to procure services.
Notice text
The purpose of this Sources Sought RFI is to gather market research information informed by capabilities statements from potential sources that are capable of performing development, design, testing, installation, Low-Rate Initial Production (LRIP), and Interim Contractor Support (ICS) of Launch Command and Control Equipment (LCCE) and communication equipment on the United States Navy’s (USN’s) E-6B “Mercury” aircraft, as well as the associated Navy System Integration Lab (SIL) and training devices. This effort will support the Intercontinental Ballistic Missile (ICBM) deterrence mission of the United States Air Force (USAF).
The Secondary Launch Capability is intended to replace the existing Airborne Launch Control System (ALCS) onboard the E-6B and deliver USSTRATCOM, Wing, Vandenberg Space Force Base (VSFB) and Hill Air Force Base (HAFB) Key Distribution Centers (KDCs), providing a survivable alternate launch capability for both the Minuteman III (MMIII) ICBM and its replacement, the LGM-35A Sentinel.
